Some people use cash by mail, some KYC and then swap/churn, some use crypto ATM(bad fees usually).
You'll most likely have to figure out a way to make that untraceable to you depending on what you plan to do with that funds.

Wallets themselves have no identity/age verification (KYC). As the other comment said, you can download Electrum and make as many wallets as you want.
As for acquiring BTC, all the exchanges - Coinbase, Binance, Kraken, etc. are going to have KYC.
You can attempt to use a P2P platform such as Bisq or Robosats, which allows you to buy BTC anonymously or semi-anonymously. You can mail someone cash, send money via Zelle, and a variety of other methods and they'll send you BTC. The issue here is that these platforms require a deposit, so in order to buy BTC on them you'd need to have BTC in the first place.
Look for bitcoin ATMs in your area on coinatmradar DOT com. Some have no KYC, but in my area they usually have tiered KYC - for a certain amount you only have to give name and phone number, for a larger amount you'd also need to show ID, for a larger amount you'd also need to give your SSN. You would also need a debit/credit card of course.
Check out localcoinswap. I believe they also have tiered KYC.
If you have a friend who's 18 or older just ask them to buy it for you and send them the money.

google no-kyc crypto exchanges. give someone cash in return he sends the bitcoin to your wallet. dont be trusting. hodl your bitcoins.

Mate, just go openmonero dottt com. much easier, and you don't need a deposit or anything. you can mail people cash and u get xmr. there is also escrow ofc.
