You can't exactly get the same ChatGPT-like GPT model for free, because it's got to be trained on your data exclusively to predict information on sphere of interest, although it won't help you get advantage of newer CVEs because it was not trained for that, and it's not as popular. Also most of CVEs are patched right away so no use in that kind of GPT models.

you need Ollama. It runs models locally, will work on a gaming PC with an RTX GPU, install llama2-uncensored and wizard-vicuna-uncensored. Then for a chat client grab Alpaca from the Gnome software center. There are other uncensored models but these are a basic start for lower end GPUs but local is yours so assuming your network security is tight it's far more secure than any cloud service.
