I.C.E isnt about immigrants its about learning how to track a certain kind of poeple down using things such as palantir and how the poeple reacts when things go bad
so in 20 years instead of immigrants they gonna hunt down anyone who exposes the govs lies or who is a danger to the elites

They're already what you're describing. ICE kidnapped student activists who lead (or were even a part of) protests against the genocide in Gaza. The point isn't to have to hunt down every individual who threatens the gov / elite class, it's meant more as a terror campaign that makes people stay in line. The masked gestapo made students disappear on college campuses around the country and now students don't protest anymore. Not like they used to, not in any way that threatens their interests. They can do the same for union leaders, for community leaders, etc.
As a side note though, it definitely is also about the immigrants. It's the same principle on a larger scale: it's a terror campaign. You kidnap a small portion of the brown population (undocumented people) and that causes fear in the wider population. Plus, if the government makes it normal to hold 50 thousand people without a trail, no one will blink when they take another 50 thousand. And maybe another 50 thousand more.
