You pay them to both order it using all their own info and details to their house. Someone clean record, no current or recent investigations, someone not on an NSA watchlist like a privacy-tech developer or extreme privacy enthusiast.
A normal, average, person, who's maybe heard of and used a VPN a few times in the past. A person with a mostly non-suspscious record.
They order it for you using their debit card, their email, phone, address delivery name, etc on the order, and then when it arrives you open it.
This is how you avoid targeted mail interception for sensative electronics. Either buy in store in person, or buy second-hand from somebody who isn't a NSA Implant mail interception target.
Also worth asking about tamper-resistant/evident packaging. Tamper-evident tape, etc.

Just like we use tor, you will have to find another system to get your hands on the laptop then. You can buy from someone who sell stolen products, or get someone trustworthy to buy it for you. Might be worth to conceal your face, go to the store yourself, a second-hand dealer might be even better, buy in cash (it is still possible to track it back to you, but depending on you threat model I'd say its safe).
