But, if you don't follow these two rules, you will get a lot more heat much more quickly though outside of the "hood".

Perhaps shady acts will be accepted, tolerated, and kinda seemed as normal. You would certainly stand out less. But, there could also be, increased surveillience of the area.
Personally, I kinda agree with you though, I think being in the hood, means less risk of neighbors snitching perhaps, but more risk of other police activity just so happening to see your activity.
I would choose a lower-end area for my activities, too nice of an area, the people may be too suspiscious of every little thing, a car arriving late, someone parking in front of their house, etc. But in the hood, it's more or less, anything goes.
I like, lower-middle class for my locations. But I don't really do anything sus on the street in plain view anyway.

The one thing I can say is that high crime areas are flagged for shipments to them that are from out of the country and certain places in the US. I would not recommend it. I am not saying the first on will be nabbed....but it raises flags through computer programs and will at some point come back to bite you.
