I'm asking this question because as far as I remember I went and checked my tracking number using Tor and it stopped moving. The next day my package showed as delivered but signed by "P.OLICE SEIZED." Does Tor have anything to do with my package being seized?

Yes it does. I think thats why some vendors prefer not to give tracking code, but just keep you updated about tracking themself. I've heard that checking tracking to often also can get it flagged.
I think using third party tracking (like 17track) is better then checking directly on like DHL or USPS tracking page

never ever check a tracking on tor..always on track17 or Aftership and "only" if is very delayed
