There is this online platforms for insider traders where people can organize campaigns and such called "Pelosi's Handbook"

There are 3 stages for a campaign. 1st you join, 2nd is where the guy provides you more details about their insider information/opportunity - each investor will have certain time to decide if they want to PAY(and go to Stage 3) or Leave the campaign.
My question is, do you know anything about it? Is it scam or not? Has anybody participated in any?
What do you think? I made a decision in less than five seconds. Do you know how/why?
