1. Do not spam channels for any reason doing so will result in being timed out for 5 minutes up to 8 hours
2. Do not upload anything that depicts a child in any sexual way doing so will result in an immediate and permanent ban

The problem with that IRC is its down at times. Perhaps, DDOSed? This is why there needs to be alternatives to give Tor users a choice. Even darknet markets have mirrors to protect from being DDOSed by FBI.
