What's the reason for the queue screen?

I've noticed many DNMs, and tforum, have all implemented a queue when loading the website. I'm curious why this is the case, does it have something to do with how load balancing works? Is it a security specific thing? Is this a way to mitigate attacks like DDOS, etc?

I'd appreciate some info on this, the more technical we can get.. the better. I understand that may not be possible for the sake of OpSec, but I'm genuinely curious about this.

Interesting. Must've been inadequate seeing as tforum suffered many DoS attacks, keeping admins busy for a while. There was a post by /u/HugBunter somewhere talking about the toll this took on him/her, having to keep tforum online.
