If it's legal, you don't need a lot of the DNM best practices. xmrbazaar and moneromarket do the job just fine.

dn market's main idea is to stay anonymous... if you sell legal stuff why would you care if you're anonymous or not?

Like web design, pen testing, money swapping, mentorships. The seller may not need dnm level practices, but the buyers might

there are legal things that legal businesses sell for xmr, for example some VPN accept xmr. some drug testing services, hosting websites. privacy focused hardware like phones.. they dont operate on the darknet but they accept xmr

Tor does not disguise it's users, only what those users do. Having more legal services and more reasons for law abiding people to stick around helps protect the people hiding from the government for reasons other than simply having a passion for anonymity.

You could say that most clearnet services are readily available even while using tor, but then you run into all the issues of going through exit nodes which should be avoided as much as possible. Especially if you are someone who has an actual reason to be hiding from the government.
