Certainly not, the dark net will always have its uses as long as the internet exists, there are just so many restrictions on the clear net that the dark net will always exist one way or another. The main contributors to the popularity of the dark net at the moment are markets, forum and curiosity. Although I'd say its substantially dropped in popularity since the 2010s when there was a sort of eeriness/mysticism to the dark net at the time due to the boom of "dark web/net horror stories", "red rooms" and other rumors that mainly originated from the creepy pasta era and were quite big topics during that time.
