Safer to use public wifi with mac randomization enabled, so the Tor connection starts at the public wifi rather than your phones LTE connection.
However, the Assosciated Google account, will see all IPs you ever connect it to, so use it for a few orders then toss, only connect it via wifi to public wifi, never connect to your home wifi with the order-phone.
THe order-phone should only be on outside the house, it should only connect to public wifi, it should have it's google account registered and activated if needed only on public wifi.
I bought a $20 android prepaid phone, didn't activate it, went to public wifi, setup phone and google play account, downloaded ProtonVPN, Tor, and a PGP Tool, Encrypted/locking notepad app. Then I placed an order and all went fine. Updated OS security patches.

I try and decrypt my code on openkeychain and it doesn't work and all I have is a phone.
