Organizing people takes time and effort, especially when state actors prioritize political antagonists and actively try to close the communication channels and identify involved people. Darknet is therefore a natural place where people can meet and share ideas, thus it's out of hands for the state actors.

I'm 180 degree in the other direction. For me it's surprisingly that not each movement have a page at Darknet for discussions and recruitment. Do a community search on "freedom" and you will see 3 subtforums with 200 members in total. If people with a call are not at tforum, then they are most likely not present at Darknet.
