Google account can no longer be created without a phone number?

The final stage of account creation, after verification with another email address, prompts you to scan a QR code with your phone. Scanning leads to sending SMS to a certain phone number.

Earlier there were ways to bypass phone number by starting the process from YouTube or incognito browser tab. They're not working.

The account is needed for an ad campaign.

I also faced this problem when making a new google acc in my laptop, but when i try it in my mobile it worked idk how, but it worked. Try making a new acc in mobile, Maybe it can work for u also.

or just log out of current google acc and then click add a new google acc, then create a new one.

Logging out and creating a new one would be an opsec mistake I believe.

i just tried making a new acc in my phone and it worked and when i try making a new acc in my laptop it didn't. Idk why it's not working for u guys
